CH2M Prime Contracts Administrator-Englewood, CO in Englewood, Colorado
Support high-pace major program in all facets of contract administration.
This position is responsible for contract administration services including but not limited to, cost estimating, cost proposal preparation, contact negotiation, contract compliance, project audits, project property management and any other business related support required by the program/project manager(s). Responsible for assigned projects for contract administration services for contracts of low to medium risk on a domestic project.
Program/Project Manager may assign responsibility as the primary program/project interface with the Client’s contracting official.
Establishes a project change order procedure to identify and communicate changes and potential claims within the team and to the client as appropriate.
Develops and maintains complete and accurate contract files and ensures that corporate contract files are current including the contract baseline documents.
Develops prime contract flow-downs to be used for procurements under the prime contract.
Conducts strategic pricing planning, leads cost proposal development and participate in technical proposal preparation in compliance with the Federal Estimating System Manual, Estimating Manual, RFP requirements and other firm policies and procedures.
Reviews and approves the application of accurate cost and pricing data in the preparation of proposal and contract information.
Coordinates with Corporate Audit Group and supports periodic internal project audits, outside project audits by clients, and federal and state agency audits.
Directs the development, updates and ensures compliance with specific program/project instructions that are consistent with contract terms applicable regulations and firm policies and procedures.
Develops and maintains effective relationships with customer contracting officials to facilitate business transactions and enhance future project acquisitions.
Ensures adherence to the firm's signature authority policy
Advocate for and effectively implement project small business plans and maximize goal achievement
Works under minimum supervision but expected to work independently. No direct reports.
Perform other related tasks of similar complexity as directed
With the Project Manager, develops the negotiation strategy and plans/leads, where appropriate, contract negotiations with the client. Negotiates complex contract changes and obtains settlement
The minimum qualifications for this position are:
7 years of directly applicable experience
The ideal candidate will possess the following skills and experience:
Knowledge of Federal regulations preferred.
Administration of Federal Emergency Management Agency (FEMA) contracts strongly desired.
Ability to travel to client (e.g. FEMA Disaster Sites) for several weeks.
Experience working in a high paced environment such as responding to natural and man-made disasters.
Knowledge of DCAA and DCMA audit standards
Experience with proposal pricing and cost estimating
Federal contracting experience
