CH2M Project Procurement Manager - Amman, Jordan in Englewood, Colorado

CH2M is seeking to hire a qualified Project Procurement Manger for an anticipated USAID-funded water activity in Jordan. The Project Procurement Manager will be responsible for effectively and proactively planning, coordinating, and controlling the execution of procurement activities on the project. This position will serve under the Chief of Party, Deputy Chief of Party, or their designee, and will work closely with the design team to complete all necessary procurements.

Project Title: USAID/Jordan, WRE - Construction & Operations Management Task Order under Global Architect-Engineer Services II IDIQ.

Period of Performance: 5 years, est. Jan 2018 through Dec 2023

Place of Performance: Amman, Jordan

Position Description/Summary:

The incumbent is responsible to the Project Manager for delivering results in regard to on-time performance, cost savings, and quality; achieving project objectives and value-added expectations; and compliance with established policies and procedures. The incumbent has thorough knowledge and understanding of procurement concepts, principles and practices, as applied in the engineering and construction industry; project delivery processes; and relationship expectations with suppliers, subcontractors, clients, and the project team. The incumbent understands how the procurement functions integrate with and impacts other functions in the project delivery process. The incumbent has knowledge and understanding of the concepts, principles, theories, compliance requirements, and the type and nature of the operations and work undertaken in the assigned group or projects.


  • Manage procurement resources and direct procurement activities required to support the planning and execution of assigned projects.

  • Provide direction and expertise to all assigned procurement related activities for the program in support of the planning and execution of procurement for operational requirements or projects.

  • Represent Procurement at program management or project strategy coordination meetings.

  • Provide the necessary written and pricing/cost information in support of the proposal process. Provide budget estimates for Procurement labor hours as well as for anticipated materials, equipment and services in support of the proposal process.

  • Provide preliminary risk assessment related to the Procurement activities assumed by the proposed Prime Contract. Provide a preliminary strategy for procurement execution including any mitigation of risk assumed by the proposed Prime Contract.

  • Participate in internal proposal reviews of business opportunities as the Procurement representative for the project at those reviews.

  • Advocate and uphold Company and Business Group policies and procedures on the projects.

  • Plan for and budget all the Procurement resources and systems necessary to support projects.

  • Understand and be aware of changing market conditions with regard to trends in the pricing of materials, equipment and services.

  • Participate in development of Project Execution Plans.

  • Maintain performance metrics to measure the performance of the project procurement team with regard to cost savings, on-time performance, and quality of goods and services.

  • Ensure full compliance with all Procurement procedures by the project procurement team.

  • Assist in the resolution of purchase order and subcontract disputes.

  • Effectively communicate with Business Group Management, internal departments, and with the Client on Procurement issues.

  • Review major purchase orders and subcontracts prior to execution and participate in all major negotiations with suppliers and subcontractors.

The minimum qualifications for this position are:

  • Degree in Business, Law, Engineering, Supply Management or other applicable field, and training in procurement. Experience in lieu of a degree is acceptable.

  • Minimum of 12 years of Procurement experience, with 7 years in the engineering and construction industry.

  • Significant experience in managing procurement operations on projects, including drafting and formulating contracts, bidding, negotiating and administering major purchase orders and subcontracts, under US Federal contracts.

The ideal candidate will possess the following skills and experience:

  • At least 5 years’ experience in supervising procurement staff and/or other disciplines preferred.

  • For Federal project assignment, 5-8 years of directly applicable experience with FAR/DFAR and other agency supplements as applicable, or other state or local contracting, bidding, and source selection practices depending on intended role is preferred.
