The Director of Government Relations position services as the key link between CH2M’s leadership and the federal government, specifically in the fields of national security and federal government operations
The preferred candidate should have a minimum of 8 to 12 years of experience working with or for the Legislative and/or Executive branches of the federal government. This position will require extensive analytical work tracking the federal budget and regulatory processes as they relate to current and future CH2M business needs. Specifically, this position will focus on the Department of Defense (DoD), Department of Energy (DoE), Department of Homeland Security (DHS), and related agencies as well as the Congressional committees that oversee and fund them. I. Specific Job Responsibilities Related to Federal Agencies • The DoD relationship is key to the firms ongoing federal business, and the candidate for this position should have a good understanding of how the Defense Department works, as well as knowledge of the Department’s budget. Further, this person should have relationships with key Members of Congress and their senior staff that oversee the Authorization and Appropriations for the DoD. • The DoE relations is critically important to the firm, as one the Department’s larger contractors for the Offices of Environmental Management. The candidate needs to have a good understanding of the Department, especially its nuclear missions. The Director of Government Relations also services as the Congressional Affairs Advisor to our various JVs and LLC operations with respect to their work in the DoE space. • DHS is an emerging area of interest to the firm that will require the candidate have an understanding of the Department’s complex and diverse mission and ability to help the firm develop a better understanding of future opportunities, while supporting current work. • Congressional relationship is critical to this job, with a strong focus on both the House and Senate Committees on Appropriations, Armed Services, and Congressional knowledge or understanding of processes and procedures of both chambers, leadership members and their senior staff. • Responsibilities will include working with the Vice President for Government Relations, Federal to proactively position CH2M with Members of the Congress and the Administration on various legislative issues related to the above federal agencies, adding measurable value for the company and the industry. • Monitoring, analyzing, reporting and making recommendations to the Vice President for Government Relations, Federal on legislation and regulation driven by the Congress or the Administration on regulatory actions affecting engineering or construction sectors and industry. • Persuasively communicating public policy strategies and messages to a wide assortment of constituencies, internal and external to the organization. • Establishing, maintaining and leveraging relationships with Congressional Members and staff; relevant key Administration officials and other “Washington insiders” and thought leaders. · Working with a variety of elected officials, their staff, and public policy stakeholders outside of the organization, regardless of their political affiliation. • Assisting the internal business development activities as necessary, and developing an understanding of competitors and industry trends. • Working with internal stakeholders, including business sector leaders, on legislative or public policy projects as assigned. • When necessary, update internal stakeholders, including business sector leaders, on pressing Congressional or Administration actions that impact the company or clients. Updates are expected to be in a timely fashion and include specific information regarding the impacts. • When necessary, interact with external government affairs consultants to achieve Government Relations goals. • Collaborate with other members of the Government Relations federal team to create timely updates for internal leadership, including the “Federal Budget Roadmap” and other electronic documents as necessary. • Assist the Vice President for Government Relations, Federal and other senior enterprise leaders, when necessary, with preparing materials for external organization meetings that CH2M senior leaders belong to (Business Roundtable, etc). • Represent CH2M at external stakeholder meetings and events (such as award banquets, conferences, and dinners) when necessary. II. Specific Job Responsibilities Related to the CH2M PAC · The Director of Government Relations is also a key advisor to the firm’s leadership with respect to the political landscape of Washington, DC. The preferred candidate will have a strong understanding of the political process and the ability to analyze how the process may impact the firm. · The Director will serve as a board member of the firm’s Political Action Committee (PAC). Activities will include attendance at regular PAC budget meetings and representing the company at fundraising events when necessary.
The minimum qualifications for this position are:• Bachelor’s degree in political science, public policy, public administration, communications, business administration/management, or equivalent field. Advanced degree a plus. • Self-starter willing to take initiative. Strong organizational and time management abilities and attention to detail. • Outstanding interpersonal skills. Ability to work with staff at all levels of the corporation. • Strong working knowledge of Microsoft operating programs – Word, Outlook, Excel, Publisher, and PowerPoint. • Minimum of 8-12 years combined work-related experience on Capitol Hill, in federal public policy, or in a corporate government relations environment.
