Be a central figure in CH2M's plans to expand its capability to support clients in fulfillment of their development goals through the P3/APD practice, focused on forms of alternative project delivery (APD) such as Public-Private Partnerships (P3).
The focus of the P3 practice is on the delivery of projects with private finance that transfer more risk to the private sector over a longer period of time than conventional delivery. The Senior P3 Specialist will be responsible for the delivery of a wide range of advisory services primarily for transportation (highway, transit, airport, and ports) clients, but also in support of other CH2M practices and client sectors. The individual will be responsible for the delivery of PPP initiatives in coordination with local technical resources for:
US Government Agencies, state or local governments in the development and execution of P3 projects.
Support with delivery of P3 due diligence services to private bid consortia, subject to current CH2M policy.
Support with P3 Advisory services provided to private investors or developers.
The individual will be responsible for providing a range of services related to P3 and other forms of alternative delivery throughout the U.S., with an initial emphasis in the Chicago and Illinois region, from strategic planning and organizational change, through procurement and implementation to management and oversight of P3 programs. The individual will provide support to governments with evaluation of the suitability and viability of infrastructure projects for private investment. The individual will support the development of business cases that evaluate procurement alternatives and provide knowledge transfer from prior project experience. During procurements, the individual will either direct or advise the process, and coordinate with other technical resources as required. These services are typically delivered by multi-disciplinary teams comprising legal, financial and technical skills and the individual will be responsible for maintaining appropriate teaming relationships, recognizing that CH2M does not provide legal or financial advisory services.Our Senior P3 Specialists:
Provide assistance with technology and delivery aspects of the P3 services; develop and mentor staff, including identify skill gaps to meet market needs.
Integrate P3 services with operational forecasting, performance management and quality assurance activities to achieve the firm’s strategic and business objectives.
Lead teams providing P3 technical advisory services to public sector clients.
Identify and communicate lessons learned and best practices throughout the portfolio and across the firm, as appropriate.
Promote best practices in the delivery of P3 advice to our clients through internal collaboration, knowledge sharing and lessons learned initiatives
Work collaboratively across other practices and client sectors to establish P3 ownership of core competencies that may require periods of travel outside of Illinois
Work collaboratively with colleagues undertaking P3 assignments internationally and transfer global lessons learned to the US P3 practice as appropriate.
Support local and national marketing initiatives aimed at both the public & private sectors, including presentations, networking, and participation in P3 seminars and conferences.
Support the identification of target pursuits, positioning including the management of potential conflict of interest issues and support proposals requiring P3 inputs as required.
Support the smooth operation of the internal CH2M risk management process by clear identification of business risks associated with P3 services and development of appropriate mitigation plans.
Advise senior levels of government on procurement alternatives and development of business cases for evaluating P3 project potential; evaluate assets for P3 and privatization.
Provide change management consulting for agencies implementing P3 programs.
Provide substantial contribution to the drafting of procurement documents (RFEIs, RFQs and RFPs and project agreements) within multi-disciplinary teams assembled by clients to deliver P3 projects.
Support government clients in transaction advice and contract negotiations with P3 developer teams to bring deals to financial close on favorable terms.
Coordinate with legal and financial advisors on projects, and integrate with technical and client requirements.
Through P3 “extension of staff “advisory services, maximize the potential for expansion of integrated planning, design and program management services
The minimum qualifications for this position are:
Bachelor’s degree in applicable discipline or 10 years of experience (primarily in P3/alternative delivery).
Sound understanding of alternative project delivery including P3 and project finance
Track record working with senior levels of government and of working in integrated legal / financial / technical teams
Experience with highway and transit sectors; ports and airports experience favorable
Experience in risk identification, allocation, and quantification particularly for projects with operations and maintenance / life-cycle component
Experience in structuring P3 projects
Experience working on various projects nationally.
Industry-recognized, e.g. with experience in authoring / presenting published peer reviewed papers
Bid side experience in design/construction and development
Documented business development and client management experience
Demonstrated project management/program management skills
The ideal candidate will possess the following skills and experience:
10 years of experience preferred (primarily in P3/alternative delivery)
Experience working on projects in Illinois
Excellent presentation and inter-personal skills
Demonstrated team leadership and mentoring skills
PMP and/or PgMP or equivalent preferred
Preference will be given to candidates with documented experience delivering projects in Illinois.
