As a member of our consultant team, you will provide contracting and costing support for a variety of transit vehicle, system, and infrastructure programs, including planning/strategy, procurement, contract management, cost estimating, economic analysis, and performance monitoring efforts. You will also be involved with capital project planning, capital project management and execution, contract development and negotiation, asset management, business process review, and development of contract / specifications / reports individually or as part of a team. The individual may also provide project management support as work efforts are identified and responsibilities are delegated.
Provide contract, business, and project support to a variety of assignments
Role will include contract and project management support of procurements and implementation for a variety of transit and rail programs, including rolling stocks, signal, communication, power, fare systems, stations, facilities, tunnels, and others.
Provide business process, contract, procurement, and costing support in preparation of technical specifications and contract terms and conditions for operating and capital transit and rail projects.
Develop independent cost estimates, financial analyses, and cost benefit assessment
Perform audit of contract terms and condition to meet regulatory (local, state, federal) compliance
Support other team members in review of policy and process, preparation of cost estimates, development of work scopes for new project work, and other related efforts
Assess performance and contract compliance on projects for new, extension/expansion, replacement, or rehabilitation of rolling stock, system, and infrastructure assets
Have familiarity with key contractors/suppliers for rolling stock, system, and infrastructure asset in the market to perform cost analysis
Direct client contact on project matters

The minimum qualifications for this position are:
15+ years transit/rail sector experience
Undergraduate degree in business, economic, engineering or related field
Strong capability with Microsoft Excel for use in generation of internal and client reports
Ability to demonstrate experience with contract management, negotiation, and procurement of transit/rail projects
Ability to demonstrate experience with project planning, scheduling and progress reporting
The ideal candidate will possess the following skills and experience:
Experience with procurement and contract management of federally (FTA, FRA) funded programs
Experience with transit rolling stock and signal contract development, negotiation, and execution is desirable
