Job Summary: Manage and coordinate day-to-day program management activities in the Program Management Office. Works with other Senior Management staff to ensure that project milestones are met. Works with other managers to define, develop and maintain the Risk Management Plan and the Project Management Plan. Responsible for change management, proposal pricing and estimating functions. The incumbent will be responsible for working with the DOE counterparts and project personnel. This position is essential to maintaining EVMS compliance in accordance with contract requirements. Ensures Capital Asset projects are in compliance with 413.3B Capital Asset Work and Earned Value Management System (EVMS) requirements.

Education & Experience: BA/BS in Project Management, Construction Management, Engineering, Business or equivalent combination of education and related experience plus twelve (12) years directly related professional experience, including a minimum of 7 years supervisory/management experience. A minimum of 4 years of professional experience in a Department of Energy (DOE) environment.

Duties:

  1. Responsible for implementation and compliance with CHBWV Earned Value Management System Document (EVMS) DOE EVMS. This includes assuring that project systems are integrated.

  2. Must ensure EVMS compliance is maintained through ensuring internal controls are followed and the integrity of the data is valid and in alignment with contract requirements.

  3. Ensures that monthly contract deliverables are submitted first-rate in quality and timely.

  4. Supports program teams in the development and preparation of program baselines and financial forecasts, estimate at complete (EAC) development and reviews, preparation of financial packages, EVM reporting and compliance support, audit support, baseline development and internal integrated baseline reviews, financial and investigative analysis, and real-time information and analysis to PMs. Instill a strong, project management planning and implementation mentality by conducting all activities with the utmost attention to personnel/environmental safety, fiduciary responsibility, and contract delivery.

  5. Must implement the 413.3B Capital Asset requirements and associated EVMS guidelines requirements.

  6. Must converse with DOE, EFCOG, other sites in the complex, and other EVMS compliance organizations to maintain a good program/project management process at CHBWV.

  7. Responsible for interfacing with local and headquarter DOE personnel on the issues of EVMS, Risk Management and Capital Assets projects.

  8. Responsible for implementing the General Manager’s goals and objectives of EVMS.

  9. Work with Planning and Integration on annual and lifecycle budgets and development of manning requirements with appropriate labor rates, and overhead allocations for DOE cost systems.

  10. Accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; initiating, and coordinating, and enforcing systems, policies and procedures.

  11. Support cost, schedule performance and current financial operating position to corporate and DOE officials.

  12. Interact with other government locations (DOE and others) to share methodologies.

  13. Maintains professional and technical knowledge by attending educational workshops/seminars; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices.

  15. Exercise normal supervisory authority over the subordinates to include work assignments and review, hiring, discharge, change in salary, promotion, discipline, training and guidance.

The ideal candidate will possess the following skills and experience:• Must possess mastery knowledge and understanding of corporate policies, procedures, regulations and requirements for 413.3B Program and Project Management for the Acquisition of Capital Assets and the implementing Guide 413.3-1. Must possess mastery in Earned Value Management Systems and working knowledge of the implementation documents from DOE such as the Earned Value Management System Interpretation Handbook.

• General knowledge of DOE, Federal government, and CHBWV plans, organizations, policies, and operating and accounting systems. Must be able to anticipate, identify and resolve a wide variety of complex issues.

• Must possess highly developed organizational skills.

• Must have strong written and oral communication skills to be able to effectively and efficiently communicate and interact with DOE. Must be able to prepare excellent written or verbal communications to develop, document and clearly present project support concepts and detailed plans in manner that gains acceptance from internal and external customers. Materials developed may be used by DOE to promote project information or concepts to DOE Headquarters and/or U.S. Congress.

• Must convey confidence, patience, and tact to effectively, succinctly, and diplomatically communicate sensitive issues to senior management, support staff, DOE counterparts, and the public.

• Must resolve complex issues applying broad understanding of technical and business disciplines involved with CHBWV support activities. • Must apply skillful team building and partnering techniques to gain support within assigned functional areas.

• Must balance focus and resources for large and complex work scope to improve overall quality of performance on all assigned functions. Must plan, develop, and implement strategic short- and long-term programs essential to the mission.

• Must resolve budget constraints with management, applying knowledge of corporate financial plan while recognizing corporate requirements, government contract limitations, and project planning estimates.

• Must be able to make presentations to employees, management, government officials, Congress, local, state and national stakeholders. Must be able to produce, edit, and present technically accurate documents, reports and forms. Must be able to perform the essential functions of the position, with or without reasonable accommodation.
